Does your small business qualify for California health tax credit?

Number of full-time workers the company employs is within, average annual wage per worker must be less than, minimum employer contribution toward employee coverage is.

If you are a small business owner with 25 full-time employees or less, and pay an average salary less than or equal to $50,000 a year, you might be eligible for a tax credit.* This tax credit was created under the Patient Protection and Affordable Care Act (PPACA) in order to give small businesses and tax-exempt organizations a break on the cost of group health insurance for their employees.

The federal tax credit will reimburse qualifying small businesses for up to 50% of the premiums they pay towards employee medical, vision and dental insurance. Tax-exempt organizations may qualify for a tax credit of up to 35% of premium expenses.

*In some states, the tax credit only applies to Qualifying Health Plans (QHPs) bought through government exchanges. Other restrictions may apply.

Small businesses with fewer than 10 full-time employees that pay average annual wages of $25,000 or less may qualify for the full credit. The amount of the credit is reduced for companies with more full-time workers and higher wages, until it is phased out entirely for those with 25 or more full-time workers and average annual wages over $50,000.

Because eligibility rules are based in part on the number of full-time employees, not the total number of all employees, businesses that use part-time help may qualify even if they employ more than 25 individuals.

Yes and no. The number of people working for a business decides whether an employer must offer health insurance to their employees. California small businesses are largely exempt. If your business has fewer than 50 full-time employees, it’s considered a small business. There are some exceptions to this rule, however. If your business employs a large number of part-time employees, the government may use a standard called full-time-equivalent employment to determine your status. Who Is Eligible?

With a few exceptions, when a small business offers group health insurance to any of its full-time employees, it must offer insurance to all full-time staff. Employers can also extend coverage to part-time workers. However, if they offer it to even one part-time employee, they’ll have to offer it to all part-timers.

If an employee is eligible for the group health insurance plan, they can’t be refused due to preexisting medical conditions. That also applies to members of their families. Some group health insurance policies allow spouses, children and other dependents to sign up for coverage as well as the employee.

What Portion Do Employers Pay of Health Insurance Plans? What Are My Options?

Many employers pay the entire cost of group insurance for their employees. This isn’t required, however. Some businesses make their employees pay part of their premiums. Thanks to the ACA, small business owners can buy health insurance for their employees through approved insurance companies with the Small Business Health Options Program (SHOP). Getting insurance through the SHOP Marketplace allows employers to offer health plans from multiple insurance companies and qualifies them for the Small Business Health Care Tax Credit, which can help with the cost of providing coverage.

Under the ACA, a health plan offered by a small business owner must include coverage for basics, such as emergency services, pregnancy-related care and services, maternity and newborn care, outpatient care, prescription drugs and more.

The ACA requires small businesses to contribute at least 50% of the monthly premium cost of the plans they offer to qualify for the Small Business Health Care Tax Credit. In addition to these rules, states typically require a minimum percentage of employee participation in health insurance plans offered by small businesses, says Bruce Jugan, president of BenefitsCafe.com, an insurance broker in Montebello, California. “The reason behind this [rule] is if there are 10 employees in a company and only three enroll, it’s likely that those three are really sick.” To better distribute the costs, total enrollment should be a mix of individuals with varying health statuses.

The average cost for small business owners is $547 per employee per month and $1,175 for family coverage per month , according to Kaiser Family Foundation’s 2021 Employer Health Benefits Survey.

The exact cost depends on multiple factors, including the type of plan, workers’ age and health status. A year of high employee health care costs could lead to higher health insurance rates set by the insurance company the next year.
